Is this a precancel? If so, I am unable to determine what type it is. Anyone know for sure? Does it also appear odd that the precancel is vertical rather than horizonal in its orientation for this issue?

Any info. would be appreciated. Thanks.

Thanks. Found something I didn't even know I had as it was grouped with a bunch of other common precancels (NY, Chicago, etc.).

Just found another Racine, WI precancel. What type would this be? (Measurements appear to be 11.5mm between bars; 2.0mm top bar to city; 2.0mm letters.)
