They are telegraph stamps from the American Rapid Telegraph Company from 1881. There was also a 15c lake brown value.

Apparently these were used as an alternative to prepayment stamps (also available form the company but inscribed "Telegram" and the company name) along with stamps inscribed "Collect" and the company name.

The Collect stamp was attached to the telegram and the Duplicate stamp was kept on file until payment was received on delivery.

Thanks! I used this info to look in the Scott Specialized, page 581.

"Office Coupon" Stamps.
