Drew, I think for Great Britain at least two pages would be required and the same might be true for certain Commonwealth countries like Australia whose philatelic history also includes a large number of watermarks.
I feel pretty sure, though, that for most countries we'd be talking about somewhere between 5 and 10 different watermarks.
