I google Aduana and get Mexican Office and the National overprint. So I am guessing Mexican official who has an office and he is in charge of perfume circulation, but I really have no idea. Can anyone help me catalog this or find a near value?

I think that is a customs revenue from Mexico. When I get to a critical mass of unidentified Mexican revenues, I check a friend's catalogue. (There are an amazing number of Mexican revenues out there...)
