Chiming in late here. The literal translation is people in a people in a foreign land. The first word Narod means a nationality. The obvious nationality here is Ukrainians, so it's best translated as Ukrainians in a foreign land. If you add the second word, you would have Ukrainians themselves in a foreign land. It makes far more sense in Ukrainian than it does translated.
