#30 was issued as a se-tenant label (as Rodney said) with Russia SG 3418 for the 35th Anniversary of the city of Komsomolsk-on-Amur in 1967.

The town was built largely by volunteers of the Komsomol Communist youth movement and the town was named in their honour.

The SFJ winged wheel label
has a purple fiscal cancel with "BROUY"
in oval.
This is a town in Northern France so we are close.

The S.F.J. is Danish (a Denmark railway stamp for future searchers). Google SYDFYNSKE JERNBANE for lots of results.
