I have some USA precancelled postage dues. I know I don't have any from FL though. There are some on my route 66 pages.

At present I have 29,612 different precanceled US postage dues entered into my PD-checklist - from 12,093 different towns. Luckily, the checklist program does the adding! So yes they exist.

Can someone explain the rationale for such a thing? Makes no sense to me.

This was a topic on the precancel thread just recently. Here's the link (which also helps to explain the reason for postage due precancels):

Postage Due precancels are very common. There were a couple of Federal ones then all the local precancels.
I ran across some PD stamps last week and talked to a guy who is a precancel expert, up in Maine.
