What cause a problem like that on a stamp?

Gum? Tape?

Looks like the stamp was glued (gluestick?) to the envelope. Appears that the center section was not glued.

Whoa! that is a strange one.
Looks to me like tropical damage to all of the stamp
bar the strip.
How that would have happened is beyond me.

Okay, but what about that cancel? Why only on the center section?


[Perhaps the stamp was taped down to the envelope, top and bottom? That would allow the cancel on the middle, only. ]
