https://goscf.com/t/12465The nine-color Huck presses are responsible for certain types of freaks and errors, but I can't be sure that's the reason for the differences you see in the stamps. Most of the errors caused by the Huck press were perforation errors.
"Errors, Freaks and Oddities on U.S. Stamps - Questions Marks in Philately" by Dr. Stanley Segal, copyright 1979, is a good source of information on these types of errors. The stamp you show here, Scott 1363 is referenced in that book in several places. A free download of this book is available on the EFO Collectors' Club website. I would post a link, but since I'm new here, I don't think I'm allowed to do that.
To see if this is an inking-in error caused by part of the roller being broken off you would need to search for more stamps of this type and find some with the exact same error. Then you would know it was an error caused by the printing process.
