While the email is the fastest and most convenient way to communicate these days, how could I encourage friends and contacts to send me or reply via post office using stamps?

How about postcards? in the early 90s when I was in my early 20s and email was still a rare and new thing, my friends and I posted cards to each other, usually just the silly little messages that email and texts are often used for now. Quotes from song lyrics we liked, funny incidents that had happened, "looking forward to seeing you next week", insubstantia really, but we felt connected to each other. We've all lost the habit now, sadly.
I think you've got to take the lead and start the revolution yourelf!

You could write them a letter and include a sheet of paper and a stamped addressed envelope. That way they wouldn't have to mess around trying to find an envelope and stamp.
You couuld get creative and make a "response checklist" maybe have blocks for them to check off like: "I am fine" with a check box for yes or no. etc.
