I like it. A Gebuhrenmarke is an administrative-fee revenue. The denomination probably makes it German? (The Gebuhrenmarkes appear in parts of Switzerland, too, but in different denominations.)

The cancel (if that is what it is) resembles the coats of arms of Stuttgart and Niedersachsen. The word "war" appears at bottom left. I can't make out the word at bottom right.

Any of that help in searching?

Cjd, I see Krej? or is it an i, either way it wouldn't
be war since that is Krieg in German.

Yes that sounds better Cjd.

I appears that it's difficult for English speakers to realize
that in German lots of words have the i before the e and when transalting it tends to become ei

Good, good,
albeit getting into a confusing corner with German names/districts.

Niedersachsen Northern Saxony, Frisia
(where the Vikings originally began their assault on England?)

The COA fits,
but "Kreis" means "district"
and there is no district named Steinfurt

There is however a Steinfurth
Steinfurth (Bitterfeld-Wolfen) , district of the city of Bitterfeld-Wolfen in the district of Anhalt-Bitterfeld in Saxony-Anhalt
Is that northern Saxony ?

That's the best we can do,
assuming it to be a civic seal impression on a revenue.

I've put my tentacles out to another newsgroup too.

found Kreis Sternfurt and the COA? is a swan and three hearts.
Maybe I am getting districts mixed up with towns
and COA's with "seals"
My head hurts.

Right - time, after WW I up to WW II

This is, what is called in German "Dienstsiegel", official seal in
english.
