Tonga Stamp

There is Arabic numerals(208) on the second tonga stamp and no Arabic numerals on the firt tonga stamp. Do anyone know the reasons?

Another question: The stamp as below has not foliages, is it varity?

The bottom stamp without the foliage is not an error, but a special printing. Only the 5s stamp of that set has the special printing. Because the special printing was not available for general postal use, the Scott catalog does not assign a separate catalog number for it. The other catalogs might have assigned a catalog number. Also note, in addition to the foliage removed, the denomination color is magenta instead of black.
