Hubert Humphrey was Lyndon Johnson's VP so it would have to have been sent between Jan 20, 1965 and Jan 20, 1969.

The stamp is a N Ireland regional. I'm sure you spotted that anyway. I think Sir Hubert Humphrey has a nice ring to it!
The "Hon" - is that a proper part of a VP title? Here, Honourable would be part of the title of a Minister in the UK Government, or a Judge.

Thank you stampgal, I knew it was a regional, but had not looked it up yet, good to know. Honorable (or honourable) is indeed the proper way to address a vice president. Given that I live in Hon. Humphrey's home state I am hoping to find an archive of his correspondence. I will make a visit to the library this weekend.

think I am right in saying the stamp was only available from Feb 7th 1966 and probably has phosphor bands left and right. Cuts at least a year off the possible date posted
