Bob....

The stamp is from the Ukraine....with that overprint it's Russian Offices in the Turkish Empire.....but....it should also have a value as part of the overprint......without the op value, I'm not sure.

Bob, if you look at Turkish Offices in the back of Scott's Russia section, illustration A18, it looks like a postal savings stamp overprinted, SC 282, but without the value
