my guess is that they are both war tax stamps and probably both from spain just my guess

The lower one is rather curly,
It is a Stanley Gibbons type W7
war tax stamp.
circa 1897-1898
The plate type is printed in black only, according to my examples.

I would assume yours then maybe Puerto rico, Cuba, Philippines
perhaps.
Still cannot find it as yet.

Bob,
just a polite suggestion,
students studying Spanish stamps in the future,
will not be able to search and access your thread.

If you try to employ a pertinent and helpful thread
topic, we can search for it in years to come.

Perhaps you may consider changing your thread topic here
to "Spain : war tax stamps" or something similar?

Scott lists the 5c through 20c from this issue. There are about twenty more, some green, most red, all the way up to 20 pesetas, but they were all intended for fiscal purposes, so Scott doesn't list them.
