bob those are Austria (the old Austria-Hungarian empire). Don't have numbers or exact dates handy, but I've got a similar blue 3 kruezer dated 1890 framed on the wall beside my computer, postmarked Prag (now Prague Czech Republic). I believe there were a couple of issues of these, meaning different years.
They appear to be Scott numbers 73, 72, 74 and 73 again in Austria in the catalogue. Can't tell whether or not they have Varnish Bars on them which changes their value, although the last one may have them. That would put them around 1899. There is a very similar set from 1890 but they have "Kreuzer" rather than "Heller" in the bottom part of the oval.
Actually looks like your brown 3 heller is postmarked Prag as well. That was the Bohemia area that the Austrians lost after WWI and formed part of Czechoslovakia. Little history for you.
Ok, I can confirm that 3 of them have Varnish Bars. Leaving one 5 Heller out, the other 3 have such bars. Are they special in some way? and what would be their value?
