My postal clerk said the same thing. Apparently the PO is limited to making one order for new stamps per month (besides what is shipped automatically, I guess). If the demand for a new issue or something comes about between one order and the month wait before the next order can be placed, they have the latitude to place an "emergency" order to meet that need.

As it relates to the Purple Heart stamp, I believe I mentioned earlier that internal USPS regulations demanded that the local PO's use up their supply of the "old" Purple Heart stamps before they could order the new "Forever" Purple Heart stamps. When I reminded the postal clerk that I had heard Veterans groups had wanted the stamp available for upcoming Memorial Day and Independence Day observances, and they told me they had no more "old" Purple Heart stamps in their inventory, that's when they said they would place an "emergency" order to get some.

Had a pleasant surprise with a recent philatelic purchase. The O. H. Culp stamp on cover. Now if only it did not have that spray cancel.

I wouldn't fret over that spray on cancel, I don't recall ever seeing that variety before!

What is "P&DC"?

While we all know where Milwaukee is, I find it interesting that they don't include a state name in the cancellation. What can you expect, I guess, it's a form of a spray-on cancel!

I believe I have one or two other examples of this spray cancel for parcels/large envelopes (one with the recent Richard Wright stamp for sure).

I have a sheet of 20 I just got from the USA Philatelic store. I use them to put on letters I send out (bills)
