I'd call it a 9 if it was in my collection (top and bottom lines outside the labels appear to have been recut).

It looks to be re cut at top and bottom and missing the the balls at the bottom. I always like when the margins a cut to show part of the a joining stamp. Maybe one of the plating gurus can plate it for you.
