These revenue stamps were printed in great quantities for the playing card makers to affix to their products. As rates changed or the companies change hands, or when these revenue stamps were discontinued in 1965, some manufacturers may have had quantities of the stamps still remaining in MNH condition that would have eventually made there way into collectors hands.
Same thing applies to other revenue stamps for tobacco and cigars and cigarettes and beer and wine stamps, etc.
