It is a Stanley Gibbons type 31
overprint for re assignment AFAIK
it is a block of diag lines
with the coat of arms centre

can be red or black opt
SG132 1893

overprint inverted is valuable.

Hi

The basic stamp (unoverprinted) is part of a series called Escuelas. They are not listed in Scott as they are considered revenues by Scott and Scott does not list foreign revenues. Some are listed in an old Minkus (1980) Latin America catalog. A detailed listing can be found in the specialized Venezuela catalog by Aurelio Blanco.

One of our members, Will Castillo, is in the process of writing a book on Escuelas. He also got me started on collecting them.

For those who know absolutely no Spanish, Escuelas is Spanish for schools, which makes sense since they were for raising tax money for schools.
