As an ebay seller, are you able to see the maximum amount that a bidder is willing to pay for an item you're listing for auction or do you only get to see the amount that is reflected as the high bid at that point in time?

You only get to see the amount that is reflected as the high bid in the proper increment over the next high bid, or if no other bids, the minimum bid.
