A fairly common lot from what I can see. You are to be applauded by keeping them "on piece" they then become uncommon. Page 2 top blue stamp looks like a fiscal use.
Gerry68, you have some nice early used Ireland. Regarding your question about a fiscal stamp, it is a stamp that is put on an object to show that a government tax has been paid.
sorry timber for not getting back quicker, khj is right thats what it says it's because of rations in ww2, have another one saying (use the telephone) for some reason. gerry
