I just ran it through my CanoScan LiDE 90 at 600 dpi, did some cropping and gave it a final wash and rinse through the Optimizer.
I wish the signature was a bit more legible, but whomever signed it was in a big hurry. It looks like a pencil signature to the naked eye. I wonder why it needed a signature in the first place.
The signature is important, it legitimises the stamp in a way. The stamp would have been attached to a purchase receipt probably and the signature "cancels" the stamp to prevent re-use.
That stamp has completed its job for the government.
I saw the webpage you posted when I went Googling for information and I didn't look as closely at their information as you did. Nice catch!
In order to post that web page did you do a screen capture (I know how to do that) and then crop it (I know how to do that too) in order to post it here?
