I wonder if there's a story as to why Richmond, VA would have used a fleur-de-lis on their precancel or if it was just at the whim of the precancel designer. A quick internet search suggests French influence among some of the early settlers of Virginia which may account for it.
I think you are right on the price. The straitedge will not help [my dad always counseled me, don't pay good money for bad condition]. But there are many advanced collectors who need it, and they all fish on ebay.
