It was NOT legal to use revenue stamps as postage. These are highly sought after. Interesting date of use, 30 years after they were released. It's a keeper!

Probably a $10-20 cover. If the date of usage were within the stamp's normal usage period, in this case 1898-1901, it would probably be more along the lines of a $20-40 cover.

Still nice to have.

Revenues illegally used as postage are lots of fun (although I enjoy the reverse more: postage used as revenues on document). I don't have many, but here is probably the one revenue-on-cover showpiece I have, an R155A on a Spanish American War patriotic cover.

EDIT: Another cool feature about the cover is the American Express Co. carrier notation.
