She is Marianne, symbol of the French Republic. This design is described in my Stanley Gibbons as, "Marianne in Ship of State". Known in France as, "Marianne La Nef". Designed by Andre Regagnon, engraved by Piel. The design was first issued in 1959. This is a 1960 issue after the currency change. SG# 1456.
