Yep, I bet that's right...it's pretty clearly a cut square...perhaps cut out from a telegram.
Confirmation, anyone? |

I agree it looks as though this could have been cut from a telegram or maybe it's a telegraph seal (many countries used labels to seal telegrams). Two things for sure: these are the Russian arms and it's not a telegraph stamp. This stamp is not mine, but it is too pretty not to show here...  An 1866 Russia telegraph stamp. This scan is from a past auction, claiming fewer than ten known. [edit: Forgot to say...thanks, guys, for the opinions.] |

Nice image! The arms are those of St Petersburg and the stamp was only used in that city.
The only other Russian telegraph stamp was a 10k surcharge in red on this one issued in 1867. |

The text under the arms on your example says something like "price 20 kopecks average". |

Nigelc almost got it ,it translates from the old russian way of writing with abbreviations "Price 20 kopek in silver" an those other 2 marks have very similar look as the coin design hmm.... will post a pic. |

That makes more sense. My Russian is very limited but I should have though of "serebro" for "SER.".
I came across a Ukrainian abbreviation for "average" but wasn't convinced. |

;) Not a problem,I know sometimes even that fancy way of cyrylic writing makes me to brush up on russian language skills - especially the old russian,I guess it's similar like old english and the current one - there is a bit of a difference... |
