This is a "Re-Use Prevention Essay." I think it is listed in Scott but not sure I would need to check. It is listed in Turner. The concept was if removal was attempted it would fall apart rendering it useless.
I am researching 19th century U.S. reuse prevention. This is one that is pretty hard to find good info on. I have identified 82 different reuse prevention concepts but this is about he last one that I can't find much on. The producer of this essay also produced 2 other types of essays both with the sa,e scroll cuts. The other 2 have a punched to shape numeral value one with tear-awy canceling tab and the other without.

Russ, I assume you either have the catalog or have found online the huge exhibit of these that was sold at auction last year or the year before? Remarkably complete and still on their exhibit pages with writeups. I don't recall the auction house off the top of my head. I just remember the various interesting methods, e.g., percussive caps embedded in the stamps.
Ironic how the UK has gone to simular reuse deterents nowadays and your study is based over 100yrs ago with simular deterants. When you publish a book Russ I want a signed copy!
