I think this is related to the mail strike of 1971.

S.S.S. Emergency Mail Service from Feb 8th 1971.
Same label issued in Decimal currency from Feb. 15th.
Issued in sheets of 25 with margins all round.

Used mostly colourful cancels, bright colours.

One of the nicer 1971 Strike labels also because they saw actual postal use.
