Stamps Did Not Arrive -- Can I Ask For A Refund?

In July I bought a pack of stamps - about $10. No sign of them. Seller said he would provide copy of the mailing receipt. Nothing. Can I ask for a refund or since there was no insurance etc. am I just out of pocket? I know *he* won't give me a refund. Can I ask ebay under its protections?

If you paid thru paypal I think that you can ask for a refund, because of their insurance and not the sellers add on insurance. It couldn't hurt to ask.

If its through ebay and paypal just open a claim and they will refund no questions asked. I think you have 45 days to open case so do it quick. It is sellers responsibility to send registered or insure regardless if you were charged. Unfortunatly many buyers are taking advantage of sellers offering low unregistered shipping hence why you see $3-5 shipping rates on even single stamps. However many sellers are charging for registered and shipping regular at only $1 or so yet charging $5 . Catch 22 but as a buyer you are protected.
