Milwaukee, WI Precancel Type 61 Worn Plate?

Is the result shown here due to over-inking or a worn plate that has essentially obliterated the first two letters of this precancel or is there another cause for such an example?

Found a couple of other similar printing flaws:



And even found one on a Milwaukee Type 234:



Nothing earth-shattering, of course, but they do make for some interesting finds.
