The Normal School of Santiago was built at the behest of the current president of Panama at the time, Juan D. Arosemena. His concept was to offer the students the best environment in which to learn. The school was constructed with some wonderful design elements. The height of design is the school auditorium which is for the most part covered in murals painted by Panama's foremost artist, Roberto Lewis, a student of the French Classical movement of the late 19th and early 20th centuries.
The school is decorated in fine marble, and the entrance to the school is decorated in a facade of finely sculpted gesso.

The stamps are all overprinted and the two (former) air mail stamps (purple and green) are surcharged for local usage.
The square postmark on the back of the cover says"Recomendados" which means registered.
