Austrian Newspaper (P11) Stamp?

Does anyone know where or what country this is from...???...I am stumped.

Yes, it was a fee imposed by the respective post office to tax a mailed item, therefore it is a stamp.

Still having a hard time finding it in Scott cat. under Australia,but will keep looking.

Not Australia, but AUSTRIA.

The newspaper stamps are listed near the end of the Austria listings, after the regular postage stamps.

Your stamp is either #P11 or #P11a.

It's hard to tell from the pic, but it doesn't look like your stamp has varnish bars (diagonal bars a few millimeters wide, looks a little like a strip of glazed surface if you hold the stamp at an angle under a light). If no varnish bars, then #P11. If you see varnish bars, then #P11a.
