Postal forgery of Philippines.
(Postal Forgery)
A forged stamp intended to defraud the post office, rather than defrauding stamp collectors.

There's a lot not to like about your stamp,
but the scan is poor to rely on us giving a judgement.
The biggest problem I see is the area between the vignette oval
and the scroll work.
My examples are lined, your looks "washed" and plain.

Any idea why anyone would forge an 1/8th cent ?
