Your first illustration is defined in the 2011 Scott Specialized Catalog of US Stamps as No. QI2, issued 03/26/1966 but they value it only as a complete booklet in MNH condition at $4 (no used value is listed).

Likewise, the last scan is defined as No. QI3, "available for use by" November 28, 1977 or earlier. Again, only a complete booklet in MNH condition is listed at $10.

Yes, that makes sense, complete booklets for pricing
with other as subsidiary evidence.
