I'm not positive if I posted this before but I have had this for a few months and thought I'd share it. Does anyone know anything about these stamps?

Hard to see from your scan, but I suspect the bottom of those stamps say UNFCCC, which stands for a long name:

"Third Conference of the Parties to the
United Nations Framework Convention
on Climate Change"

(How would you like to fit that title on a business card!)

Anyway, it's Japan Scott #2599a, issued December 1, 1997.
