The right side of this stamp is strange to me (as I`m not collecting US stamps). It seems to me perfed, then (re)rouletted(?). How this occured?

The perfs on the right side are partially cut and partially torn off.

It looks like the stamp was dispensed from a stamp vending machine. The blade in the machine made the odd cut on the right side of the stamp when it was removed from the roll.

Caused either by vending machine or hand-held dispenser. As they come off the roll, the stamps get off-alignment as they are dispensed after a while with all the tugging.

Exactly! These stamps were quite common for use in post office vending machines in their day.

There were also privately used stamp affixing machines that high volume mailers may have used in applying stamps to postcards or envelopes that also can result in a similar appearance.

Although it does make for a few odd looking varieties, they are essentially considered damaged stamps.
