Yes, it looks like a revenue stamp from Outer Mongolia. The yin-yang symbol is of the style found on their stamps.

Bingo, BeeSee. Mongolia. Can't pinpoint which yet. It's numbered 31 on the back. My Scott 2003 has a gap in Mongolia between 23 and 32, but there are others similar.
What a beautiful stamp!

Yes it's Mongolia 5$, number 15a in Yvert and Sc#23a.
Hight value with Cv $350 used.
Warning counterfeits abound.

Ah, you're right. I hadn't even noticed the light "POSTAGE" overprint. That's why I had originally said it was a revenue stamp.
