Bottom one looks to be perhaps a Tax stamp ? Turkey or Afghanistan ? The top part of the lower Stamp appears to be the receipt part.

Top 2 Georgia 1919, both minimal value.

The bottom stamp is a Turkish postage stamp from 1908, one of a set commemorating the granting of a constitution. It's not an offset.

At a quick glance the bottom stamp looks to be Turkey SC#146 1908
