I agree. Westminster, Maryland, probably a Type 703 precancel, however, the spacing doesn't exactly match. Perhaps someone with a precancel catalog can verify if there are spacing varieties for a Type 703 for that city/state.
I can understand the above examples being a Type 704 precancel, but the spacing looks quite a bit off. The examples I have suggest that the top bar and city name and the city and state name are much closer together than the example scanned above. Is this a variety within that Precancel Type or does it simply vary from town to town?
