The currency is in mills, so it's not Turkish. My guess is it is an Egyptian revenue stamp. |

I'm pretty convinced it's Egyptian, considering the cresent moon and three stars. Also the milliemes denomination. Just can't find it in Scott's. Perhaps a revenue stamp? Sorry I can't be of more help. |

Another possibility is Libya (or perhaps more correctly Cyrenaica). They used mills too, although Egypt is probably more likely. Note "1935" in the top left corner. |

A young Arabic speaking person who works for me confirmed it is Egypt, but could not decipher the writing on the bottom of the stamp |
