So what I am hearing is this blue stamp is attached for overseas mail, like an air mail sticker? If it is mailed within Europe one would not need that blue sticker.
No.

"A" service is next day in Switzerland; "B" service is three-day.
Means that mailing within Switzerland, when you pay more for the A service and expect to get the 1 day delivery, it is in your best interests to use the stamp with the A label attached so as to draw attention to people sorting the mail.
If they are like most postal clerks around the world they look for certain colours and do not read the labels as they could be in many languages.
The blue label is given priority and is sorted into the slots that get next day delivery.
Even if you paid the extra money for the priority service, but did not use the blue label, your envelope could travel second class and arrive days and days alter than what you wanted it to do.
I have noticed that if I use the Canadian blue airmail labels on international mailings from
ebay sales the feedback comes in quicker than if I don't use the labels. That means it gets there quicker. Some countries treat these labels very seriously because they may not have the speed of sorting and delivery we do or for whatever other reasons.
First class means first class and second class means it gets done when it gets done. Canada and the USA do not have (to my knowledge anyway) second class mail in letters. Everything is first class. Some countries have second class to save customers money and to increase their sales also for those things that can get there when they get there, more or less.
