Now I know for sure this is an error :) Its Scott 102. My question is has any one else seen this before and how much is it worth?

Its actually Scott 119, as it is overprinted.

Alas, these new currency surcharges came with all sorts of shenanigans. You will see that most of the prices for even the normal surcharges are either missing or italicized in Scott.

Probably best to look in some other catalog, such as Michel, for more reliable info and pricing.
