In the mid-1980's Tuvalu led the league in stamp issues, and the population of the country was (and still is) around 10,000.

Well... stamps are a major export/revenue earners for these 'small' countries and they make that explicit; not the case with others.

In 2011 Russia issued 98 stamps, 12 block (what is sometimes called souvenir sheets),
3 miny sheets. Last figure needs clarification. In reality most stamps are issued in
miny sheets (some having coupons added), which is an extra strain for most collectors.
In addition to that - a couple of prestige booklets, lots FDC, etc.

Nobody comes even close to Russia by the variety of stamps issued. My 2008 Scott catalog ends at # 7011 for Russia. This is just regular issues. In comparison US ends at # 4119.

The second place holder Romania ends only at # 4909.

There seem to be a number of categories here:

1. The country which issues the most different designs of postage stamps.

2. The country that produces the largest number of an individual stamp.

3. The country that produces the most stamps in a year.

Here is a remark to point #2 from peterethio's list.
In fact, though Russia prints a lot of different stamps (see link to the official site above), its releases are very small by comparison to Germany or UK (a couple of hundred thousand in Russia, especially the previous 5 years, vs. 30 mln. or more in Germany of each stamp).

There has been a glut of stamps for a very long time. That is one reason I limit my collection to 1940 ( 1952 for British Commonwealth).

Even then there were abuses. I just finished cataloging and putting in the album the French Equatorial Africa stamps. A 40 stamp issue was produced for 1937-40, and an overprinted 1940-41 issue had 46 stamps.
