I'm curious about this cover and its letter.

The Secretary writes that she had two stamps cancelled on this FDC.

Is this a rarity because of that?

No, not really. It is quite common for FDC's to have singles, pairs, blocks of four, and, of course, plate blocks.

According to the Scott Catalog, 155,730 First Day Covers were produced for this issue. The cover you show displays a Crosby Theomgraphed Cachet (Mellone #31). Catalog list value is $10; but on the secondary market they typically go for quite a bit less.
