Heres a new one to me...i first thought it was just a postal stationary envelope...then I saw SAMPLE by the value...i could not find it in the U.S. specialized...
It is what is says... The USPS used it as a printing sample to send to a possible customer to show what a "specialized printed return address" looks like, and to prevent him/her from using a free piece of valid postal stationery. Value it is a used envelope. The "sample" marking may add a little to the value as a collecting interest item.
The UPSS used to include these envelopes in its catalog, but they were removed in the last edition. The upss.org website now has a PDF covering many of these promotional envelopes (yours included, at the very end of the file):
