Is this a note worthy error on the top where the ink from the lower part of another stamp is appearing on this one ?

Also any idea why it is not perforated there.. Not a coil stamp or the bottome would be un-perforated as well ??

That's not an error, but a straight edge stamp with a guideline. It's where the larger sheets of stamps off the presses are cut into panes of 100 stamps for sale at local post offices. Most collectors consider straight edge stamps less desirable to collect; on the other hand, there are less of these stamps than a traditional stamp perforated on all four sides, so other collectors don't mind collecting them. It all comes down to personal preference.
