I believe that is an electorial college vote ticket. The electors listed on the front represent the 21 EC votes for Ohio. The back with "UNION" represents the party as Lincoln ran under the National Union party. Nice item, but I don't have any idea of its value.

Really nice. Especially since it is from Ohio. I am from there and one area of my collecting habits: which are many.
