Yes, George's facial hair. I am not sure what is causing his abnormal growth.

The appearance of facial hair is simply indicative of a damaged stamp. It looks as if the stamp was scraped (possibly in mail handling equipment) and it resulted in the appearance of hair on Washington's chin. If you look at the second set of leaves at the right side of the stamp the same damage is noted there, too.
