Hi, this is an Austria stamp year of issue 1904 if I am not mistaken. Observing the stamp properly,noticed there are some hairline black markings spread all over the stamp.This markings seem like they were printed onto the stamp.Is this markings to prevent reuse of the stamp or is it some sort of reaction that has damaged the stamp. Notice the same markings on the 5 denom of the same stamp but the hairlines are not as much as in this.Have not noticed anything such in my other old stamps. Need expert opinions here. Thank guys.

Those hairlines are just some fibers. To prevent reuse, from 1899 on some issues Austria used diagonal varnish (laquer) bars.
Look for issues on ebay (under stamp/Europe/Austria), eventually on advanced search try `perfin`. You`ll see, that many 1890-1907 Austrian stamps have this paper type.

Further what Wadmalatz has said, the paper with the fibers is called granite paper
